LOCAL 280 Hiring Hall Rules Effective January 1, 2019 Location: The Hiring Hall is located at 32969 Hwy 99E, Tangent, OR 97389 Out-of-Work List Local 280 maintains an out-of-work list for the Inside, Residential, Sound & Communications and Material Handler/Lighting Maintenance Agreements. Initial sign-in must be done in person either at the hall in Tangent or the Redmond office by appointment only (please contact our Central Oregon rep at 541.971.3149). For each of these agreements, Local 280 maintains both a short call list and a long call list. When you sign the out-of-work book, your name will automatically be placed on both call lists. Unfilled Call Rule –
Short Call Rules A short call is a job that lasts 45 days or less, from the date of dispatch to date of termination. A short call may not become an extended call, but an extended call may become a short call. After dispatch to a short call, applicant’s name will be removed from the short call list. Upon presentation of termination slip, the applicant’s name will be added to the bottom of the short-call list. Hotline Job information is available on the referral hotline: 1.800.947.3280 (1.800.WIRE280). Calls are placed on the hotline no later than 5:15 pm for the next day’s dispatch. If you are interested in taking a call, leave your referral number and book number after the beep. These numbers were given to you when you signed the Book. You must call and leave your number before 7:00 am. Note: To ensure that your number is recorded it is recommended that you use a hard wired telephone. Also, speak slowly and clearly.) Dispatch The dispatcher will dispatch from 8:00 am until 10:00 am. If necessary to fill calls on the hotline, Local 280 reserves the right to dispatch after 10:00 am. You must be immediately available to take the telephone call from the dispatcher. The dispatcher has no obligation to call you back if you do not answer the telephone call or wait for you to call back. Any job not dispatched from the hot line from the night before will be available either over the phone or over the counter on a first come first serve basis. If you accept a call, the union will send the dispatch slip to both you and your employer. **In an emergency, referrals may be made outside of these hours and procedures. ** Strike Rules Three Strike Rule – The Hiring Hall Rules contain a provision wherein any applicant who does not take an Extended Call in their designated zone will receive a strike. After three strikes, the applicant will be removed from the out of work books. Exemption from strikes Service work. There will be no strikes given for service work. Bona fide skill or Employer Requirement- An applicant will not receive a strike for not taking a call that requires a bona fide skill. Vacation/Leave: An applicant may designate up to four weeks per calendar year as a "Vacation" week subject to the following rules:
After termination: An applicant will be exemption from strikes for seven (7) calendar days from the date of their termination. (Laid off on Wednesday, first day for strikes is the next Wednesday). It is up to the member to utilize this ie: Call the hall if they see a strike on thier number within 7 days of being ROF'd from their last job. Jury Duty: An applicant will not receive Strikes for any day they were required to report for jury duty. [The applicant must provide the dispatcher with proof of jury duty service] Military service: an applicant will not receive Strikes for any day the applicant was on active Military service DEATH OF AN IMMEDIATE FAMILY: An applicant will be exempt from strikes for fourteen (14) calendar days for a death of an immediate family member. Please inform the Hall as soon as you can and we will remove all strikes during that time. BIRTH OF A CHILD OR GRANDCHILD: An applicant will be exempt from strikes for fourteen (14) calendar days for a birth of a child. And seven (7) calendar days for a birth of a grandchild. Please inform the Hall as soon as you can and we will remove all strikes during that time. Involuntary leave: an applicant unable to work due to Illness, injury, disease, or other similar documented reason will be able to maintain their position without receiving a strike for up to a maximum of one year. The applicant must provide the dispatcher with a written notice from a medical professional that the applicant is unable to work and must obtain a release to return to work Not-for-rehire: a registrant will not receive a strike for not taking a call to an employer who previously terminated them with a not-for-rehire, within the last (2) two years. Journeyman Recall A JW may be recalled up to 60 days after layoff on an extended call. No recall on short calls or extended calls turned short. Refer to the current CBA for additional requirements. Foreman Call by Name Employers have the right to call a Foreman by name provided the individual has not quit their previous employer within the past two weeks. The Business Manager shall refer that Foreman provided their name appears on the highest priority group. (Note: If the named individual has not worked at least 2000 hours in the past four years under the terms of the Local 280 relevant Agreement, then he may not be referred as a Foreman, unless Local 280 and NECA mutually agree.) When an employee is called as a Foreman he must remain as a Foreman for one year or must receive a reduction in force. Removal of Name from List Your name will be removed from the out-of-work lists upon any of the following:

Note: If you want to take your name off the OWL, you must make the request in writing, e-mail, US Mail or in person. Sign in After Termination Upon a receipt of an ROF from the contractor, the Dispatcher will placeBoo 1 members on the bottom of the appropriate out-of-work lists. Other than Book 1 must resign in person. It is the applicant’s responsibility to ensure that the Dispatch office receives a copy of the termination. Two Discharges for Cause Anyone who receives two discharges for cause/ not for rehire within a twelve-month period is not eligible for dispatch until released by the Appeals Committee. Re-Sign In order to maintain a position on the out-of-work list, all Material Handlers and applicants must re-sign in person during the month of December. All Material Handlers and applicants on Book 2, 3 or 4 must re-sign during December, March, June, and September. Re-sign other than in December may be in person, by e-mail, by fax, on the website, or by U. S. Postal Service If an applicant fails to re-sign during these time periods, his name will be removed from the out-of-work list. The Local does not send out notices to applicants that have failed to update. Drug Policy Applicants who are not in compliance with the Electrical Industry Drug Free Workplace Program are not eligible for dispatch Inside Book I Eligibility Criteria. Experience -- Four years in the trade. Education – Graduation from an Inside IBEW JATC or pass the Inside Wireman exam given by any duly constituted Inside IBEW construction local. Local Experience – worked in the trade at least six months in the last four years in the jurisdiction of Local 280 (six months means 1,000 hours). Residency – see inside agreement for definition of residency Once an individual properly qualifies to be on Book I, he or she will always be able to sign Book I regardless of hours and regardless of residency (so long as the applicant does not sign Book I in another local). Inside Book II, III and IV Eligibility Criteria Local Union 280 reserves the rights to alter the hiring hall rules do to an emergency or Market conditions. Appeal Any individual who believes these rules were violated may file an appeal with the Hiring Hall Appeals Committee.
